Basically allows you to change settings like the amount of calls your getting and how many at once you want etc. the em4 editer allows you to edit child's of vehicles of objects. I've already stated multiple times that MY models are free to use for whatever you like. This is an open-source mod. Just make sure you provide proper credit for models that aren't mine. You are using the LA MOD map with one fire station with a few modifications that you have done correct? From some of your videos it looks like as if you are using Woods map.
