There is a camaro in the Additional Units Submod of the LA mod.but is a bit older than the 2011 one. And there is another camaro, newer, at least in the NY Submod, that is civil -you can do it as police car but I don't know how, there was a topic about it in modding help section-.

The pictures I've seen of Calfire are most units of the LA mod, I've seen the have many engines like the USFS truck, so I recommend you starting by reskinning these units. There are skinning tutorials in the tutorial section and take a look in the moddind and modding help section, there are some topics about reskinning, upacking files and some other process of modding. And you will need at least photoshop, gimp or paint and dds converter, that is in the download section.

The helicopter was just made to spawn correctly... I think the point is the same, and as for the panel, no. That's just another vehicle. You can do anything you want to that and not affect the map

The whole point of the patch is to negate the necessity of a patch.. nothing more, the whole addon thing should not screw up any exiting goodies... But it's possible if the Sub-mod is insanely old it would screw up the addons.
