I am using a Windows 7 and it works perfect for me too. But as stated above (twice) Mods do freeze for a certain amount of time.

I would pitch in and do the lighting. But only IF the "creator" can actually do something besides give moral support.

You could try downloading the dispatcher mod. Search it in the downloads. If that still doesn't work then try re-installing the game.
