most full lightbars have alley and takedown lights. When the lightbar is fully lit and operating, they're usually in a side-to-side pattern. They have light controllers that can tell the takedowns to face forward and not move. Police often do that when they're dealing with things at night (traffic stops, accidents, etc)

Most light controllers have a simple switch. In my department, we run it very simple, with four modes. The first is off, the second is the steady burns and rear lights, the third is a fair bit, but not all, and the fourth is what I call panic mode, and is usually reserved for heavy traffic, or running through intersections. Most controllers also have options for takedowns, alley lights, traffic directors and more. They can do almost everything nowadays :)
