Emergency scenario (What would you do?)

We take quite a few of those calls around here.

 

I'm not 100% sure on the UK legal system, but around here the officer would document the issue, and make contact with both parties. The victim and their family would usually be referred to a local magistrate if they would like to seek some sort of protective order.

MCI: 

You have a freight train caring: Pure Sodium, Crude oil, timber, equipment, plastics, and 30 other rail cars. It derails in a crowded city hitting several buildings and some become fully and partially involved. You also have crowds of rubber necks gathering and several cars are in danger of exploding along with injures from the impact of the train.  You have 30 cars damaged/destroyed. You have 6 stations with in a 20 minute response time zone and an additional 10 within a 40 minute response time. You have a 20 person Mass Causality bus that takes 20 minutes to prep and a second bus that takes 2 hours to prep and arrive. There is a hospital that is 7 minutes away from the scene.

Evacuate the area. Defensive Fire Fighting. Send the MCB (Mass Causality Bus) 20 minutes away to the scene and the other MCB to the hospital to help outside with the green (Triage System) patients. The MCB on scene triages and other ambulances transport red/amber patients, while local buses transport green patients to hospital.

Start calling mutual aid with dry chem and get as much hazmat assistance as possible. Sodium explodes in contact with water. Get your MCI teams rolling yesterday (amount of patients not specified, I'm assuming it's a lot to start and many more at risk.) Get the gawkers moved asap and back everyone you can far away from the blast/collapse zones.

Respond an automatic third alarm, and request a special rescue assignment to the scene--should give me at least 2 Rescues, 3 Aerials, and 5-6 engines, as well as 2 ALS ambulances and a two chief-level officers.  Call an additional 3 BLS ambulances and 2 ALS ambulances to the scene. Strike out the closest Confined Spaces/Building Collapse rescue team we can get.  Strike out both MCI buses and notify law enforcement to began evacuating within a 1/2 mile radius until we can determine what's in the remaining railcars.  Activate municipal (if applicable), county (if applicable), and regional HAZMAT resources.  Call MCI alert at the local hospital and put both them, the local burn center, the local trauma center, and the next-closest general hospital on alert.  Establish an LZ near the command post and launch 2 helicopters, with additional 1 on standby.  Request 3 TAC channels from Dispatch, one for Fire Ops, one for Rescue Ops, and one for Command.  Establish and follow FEMA Incident Command System.

 

Assignments as follows:

 

First-arriving units: Use binoculars to scope out train for HAZMAT placards.  Provided no toxic placards are found, it continues as follows:

 

Rescue 1: Recover the engineer and conductor of the train.

Rescue 2: Recover the train manifest and any other documentation.

Engine 1, 2, 3, 4, Ladder 1, 2, 3: Defensive firefighting.  Protect the exposures, let the remainder burn.

Engine 5, 6: Begin triaging and recovering RED tagged patients.

ALS Ambulance 1, 2: Establish a triage site at Forward Command and receive patients.

BLS 1, 2, 3, ALS 3, 4: Transport RED-tagged patients.

Incident Command: Activate local EOC.  Strike additional alarms as necessary.  Commandeer city buses for transport of walking wounded and evacuation.

Sadly, we don't have a city bus transportation system in Morehead city. As for helicopters our county does not own any helicopters. The best options would be a sea-knight rescue helicopter from the military base (which can be anywhere from South Carolina to Virginia.) or a hospital helicopter from a few counties away.

The buses, I hadn't thought about that, of course. Of you don't have city buses, get school buses rolling as an additional option.

Launch both of those helicopters and advise Dispatch to locate the nearest MedFlight, LifeNet, etc. base and ask for two additional birds.  Depending on how close you are to the coast, you could possibly contact the Coast Guard.

 

And yes, simply replace city buses with school buses.

If your engine is called to a reported "house fire". When you arrive on scene there is no visible smoke. You and your squad knock on the door and an elderly man comes screaming at you to get off his property, there is no fire. What would you do? Do firefighter have the right to enter any building which has a report of a fire? What if the owner gets out a shotgun (legal) (US) and tells you to get off his property or he has the right to shoot. Would you need to call police backup?

Explain to him that we were called for the reported fire, ask if we could have a look around and legally you can be on his property because there is a reported emergency (IE: fire, gas leak, medical problem). Once it is determined there is no emergency Then yes he is well with in his rights to kick you off his property, the fire department legally has the right to enter a building or property to extinguish a fire for the protection/preservation of life and property or if they are called for an emergency they can go anywhere on/in a property. No emergency the owner can deny and is well with in his constitutional rights

ACTIVE SHOOTER EVENT

 

You are a civilian in the country of your choice (basically, you are you), visiting a two story office building.

 

You are on the second floor of the building, where the cubicles are, when suddenly you hear several loud 'bangs' from downstairs. To you, this is the sound of gunfire (in-fact, it is gunfire), but the people around you aren't as sure: some people seem to think that someone set off fireworks as a prank, others think someone got caught watching a movie or playing a game, and a few think someone knocked over a pile of boxes. However, a few reasonable people have quietly gotten their things and are heading for what looks like a stairwell (fire escape or rear entrance) at the back of the building, and at least one brave soul is heading down to the first floor to investigate.

 

The first few moments in any emergency are crucial. You are the first responder. What do you do? And what do you convince the people around you to do?

Sedate him, Insert an OPA, BVM and get aeromedical in there asap and take him to the burn center. Little overboard?

Calmy tell everyone to get into cover under their desks, call 911 with my cellphone stating there's an emergency, give location and badge number, tell dispatch what's going on. I would pull out my off-duty glock-18 sidearm and make my way downstairs. Make sure the coast is clear and apprehend the suspect at gunpoint.
