Only issue I've run into so far is in the NW section of the map, sometimes garbage gets knocked onto the road, and that causes traffic issues. Can't pickup with a FF or tow truck/roll back. Any ideas?

I follow him regularly, I believe he was adding the parking script to many of the mods he plays.

From what I understand, the biggest drawback in the communities is lack of modding options/support. One of the reasons EM4 is so popular still is the amount of modding that can / has been done to it. People have even rewritten the interface to a point with custom scripts, etc.

I don't know if it is possible, but have you considered adding a DELAY from when you request mutual aid from a neighbor department until they arrive on map? I know it would make it more realistic if you call for a tanker/tender or engine from 15 miles away (next town) it takes more than 1 second for it to arrive on map.
Just an idea. Lived with this when I was a volunteer FF way back in the day. We got to the point that if we had a major fire, we were requesting the neighbor departments as we were leaving the station and hadn't even arrived on scene yet.

In my hometown, we did tanker shuttles also. Had a drop tank that they would fill in relay for the engine(s).

Joker, the old Montana Mods are plagued with problems, which is why they are no longer available for download while they make the new one. Unfortunately, there is no fixes available unless you want to go and edit the codes yourself.

Maybe something with Alpha Channel? Like how some people look like they are wrapped in plastic wrap? Could that be a cause for your white wheels?

On some vehicles, the doors are linked to another vehicle's graphic file. This usually happens when a door is "universal" across multiple of the same unit (i.e. the mod has 4 Crown Vic, all with different numbers).

Asking for updates is against the rules / Terms & Conditions. Please don't do that. Most modders are doing this stuff on the side of their regular jobs / lives. Several are working on multiple projects. They will update when they can.
