You can put them in your self if that is what you mean. You can find two EMT's or two Paramedics' and command them to get the stretcher and then have a separate paramedic in there as well. However, that kills the realism vibe which you shouldn't mind unless you like realism.

Good luck man, I know a lot of us will love to see some thing different than New York City and Los Angeles.
