Im able to mess with sirens and any sounds. I only have a little bit of experience of reskinning though. But if you need any help, I can defiantly help with lighting. I saw in an earlier post someone was gonna try to stick to a city and do a lot of units. I would love to see some of my hometown trucks in a mod.
