well... everyone has that problem, so don't worry...

you have to ajust the size of the blueprint in pain.net and save it

however never ever gonna change the original size, like if the image is 500x250 keep it that way, you can make the blueprint smaller, longer but as long as you keep the 500x250 as an example

in my opinion it's not a professional attitude, and beside that... if the engine block the lane for scene safety what's the problem ? 
And even if the officer want his car on that location, just set it infront of the engine (or back depends on how you wanna see it from where the traffic is coming from )
