No i don't think it powersliding it's smoke from the Exhaust. yes it's a bus! it called "fire bus" and they respond on larger accidents like car accidents etc..

yeah it becomes big when it is developed , but before when the fire man put it on the ground it's kinda small

it don't have a dds file , only a v30 EDIT i finded it
