This is a copy of the MS direct-x runtimes that are required for older games, including EM4, this file should be used if you have a fresh install of a newer windows (not an upgrade) as the newer windows (vista/7/8) do not come with all required files for older game compatibility. I did not create this file it is provided by Microsoft but has been uploaded here for ease of locating the file.
Execute and extract the files to a folder somewhere on your machine and run DXSETUP.exe
This should give your directx copy the missing files which are required for older games that run DX9, if you encounter other issues with the game not operating ask on the forum under technical support for further Assistance.

This is a modification for Emergency 4/911: FR which includes a representation of thecity of New York and all subsequent apparatus and personnel. The modification is designed towork within the original framework of the game while adding new functions and features tomake the game more realistic while preserving the strategy aspect of the original game play.This mod features about 50 new vehicles all of which have some special purpose in mindrequiring you to take the time to think about what it is you’ll need to send to address thesituation at hand. Currently there is a functional but unsupported Multi?player mode, we donot support this feature at this time as we’ve not tested this extensively enough to guaranteethat it is bug-free It does support MP function though. The Registry Repair to enable the mod installer to function correctly for 32-Bit Vista and 64-Bit Vista installed to the default directory. Use these files to repair the mod installer if you have problems running the application. These are not an official patch, but are used to repair the registry file automatically instead of manually following the instructions provided by the developer. NOTE: For EM3 US version ONLY, no other version to my knowledge requires this fix.
