I'm unsure as to whether it can be done or not.. I would think it would be plausible, but you'd have to make your own path with a slower speed, and edit the patrol script. Now, the only problem I'm worried about is; can the computer register the fact that it is a person, not a vehicle, and assign it to the appropriate path without crashing. Looking at the LAPatrol.script, it makes it obvious (i think) that the script is set around vehicles. However, if you're familiar with scripting, it shouldn't be a problem.

Now, the other alternative, is to load the freeplay map in the editor, and create your own patrol path, and assign an officer/agent to said path. I did this, I had an LAPD Officer walking around the bank. It looked pretty cool, but, he wasn't fully functionable. I could use him, but, he'd go right back to the path... its buggy, but it works :)

Like you said, so long as the scripts adapted for people, it seems it would be fine.
