did you make the police car ELS enabled?

because first I had the same problem and than I opend ELS file and searched for the police lines:

it stands first like this:

[ POLICE ]

Active = 0

Color_LightL1 = 1

Color_LightL2 = 1

Color_LightR1 = 1

Color_LightR2 = 1

and now I have this:

[ POLICE ]

Active = 1

Color_LightL1 = 1

Color_LightL2 = 1

Color_LightR1 = 1

Color_LightR2 = 1

(the activate wasn't turn to on when I downloaded the ELS v4 for patch 1.0.6.0)
