My firewalls are off and i'm connected to the internet by a Verizon Mifi hopspot Device

When ever i click Agree & Download it brings me to this url: http://192.168.1.1:8181/http://forum.emergency-planet.com/files/get/799d89dcd45dc8eb3bc6beca39e5d9dc/989-New_York_Mod_V1.01.zip and says internal error please contact an administrator. I'm using google chrome and i have also tried Internet explorer. It also does this with all files not just this one.

The website says internal error when i try and download anything contact an admin!
