Shadows are too intense on the EM4 editor. Any idea why? :c

In the Netherlands, does the Fire Dept assist the Ambulance crews in reanimation of a victim? I dunno if I saw them doing it today and I'm kinda confused...

I saw a ladder truck and a regular fire engine in a call with two ambulances on scene. I went to a callout website and it said that it was a "reanimation assistance". Another thing, do the emergency vehicles turn off the emergency lights when on scene? Sorry the for long reply, I'm really interested! xD
