Country is Bahrain, but I doubt that the vehicle is made after 2000 as the text where you most likely got the picture from says "due for retirement soon" But the photo is from 2007

the problem with stationary traffic can be solved with 1 police officer with a gun 1 firefighter with a fire extinguisher 1 flatbed use the police officer to shoot the vehicle till it is on fire, use the firefighter to extinguish the fire and use the flatbed to move the vehicle. That normally helps and will let the rest of the queue drive on
