Missing/white textures in some mods

Somewhat recently, I've had an issue where a few of the textures in some mods (I've only really checked Wegberg, Fuchsburg, and Kieslingen) are white; I didn't have this problem when I first installed them. It's only a couple textures, for example the foam canisters and streetlights in Wegberg, the engineer in Kieslingen, and the Fürstenberg trailer and the tires of some ambulances in Fuchsburg. I've tried both verifying the installation of, and uninstalling and reinstalling both Wegberg and EM4, but neither worked. The only thing that worked was a complete reinstall of Windows, but now I'm having the same issue, and I'd really prefer to not have to do that again, at least not without finding out why this is even happening. I'm 99% sure it's not a graphics driver issue. The only thing I can think of that could have done this is editing some of Fuchsburg's textures in Paint.net (just fixing mirrored text on one or two vehicles and replacing any Bieberfelde license plates with Fuchsburg ones, that sort of thing), but I didn't touch anything in Wegberg, so I'm really not sure what the problem is. 

It might be worth noting that when I uninstalled and reinstalled EM4, I didn't restart the computer after uninstalling. Don't know if that matters. I did make sure to permanently delete the EM4 folder though, I didn't only hit "uninstall" in Steam.
