adding traffic removal script to mod

I know some mods have scripts that will delete all traffic cars from the map, is there a way for me to add this script into another mod, I have been playing some of the manhattan modification and i always get terrible gridlock because theres no redirect for officers. With all the one ways on the map a redirect would probably cause more issues so i'm just wondering if theres a way to add the delete traffic script.
