Adding Useable Vehicles to map

Hey!

Im trying to add vehicles to the map (London Mod) like where i can use them from there in game. ive tried going through and changing settings and adding commands manually to a vehicle. 

Ive got it so the vehicle is useable but it wont let any personel enter the vehicle or prisoners. I was wondering how to do this to make game setup easier?
