Increasing civilian car and walking population?

how do you increase the amount of civilian vehicles and civilians walking around on the map as in base game scrolling the map i see about 3 cars and about 5 people, whereas the LA mod has more traffic and people so guessing this can be done?

i understand that but which editor? and if you have a mod is it in mods folder too?

You can search for the editor via the start menu at the bottom left of your screen. In the editor load up the modification you want to edit. Then load the map of that mod. Once you do that click 'edit' scroll down to spawnpoints. In that menu you can select the spawn point and the frequency it spawns vehicle along with speeds and such. From there you can raise or lower the spawn rate to add or decrease traffic.

You need to edit the spawn points, and select frequency and increase the frequency of each one.
