No im just trying to download the la mod. So what do i need to do so i can correctly download it?

I downloaded it from this website.

After i download Eergency 4 la mod and click on it to open it keeps saying setup could not find a valid installation of emergency 4 or 911: first responders and is unable to find a location to install the mod! How can i fix this so i can start the game?
