You could do the bike like they do the police cars in Harbor City where they are on stand by in different parts of the city.

I doubt it because you have to change something in the actual game not a mod to get those

I think you should do all at once instead of having to switch to police when you feel like it.

Something seemingly misunderstood as a whole here is that while missionscripts let you do certain things, you cannot do everything with them, and not every mission script is the same. While yes, you can make a quint using ERS Berlin's script, using a different one would mean having to code in that part too. Just because a mission script is in place does not mean that the resulting game will be identical to every other mission script in features available.

So is the format of the mod going to be similar to ERS Berlin or winterberg mod which i think if i understand things right, are missionscript based mods? but of course this will have the canadian units and english language.

I would say try to make more car accidents befitting to the area for example: car vs deer, maybe a small airplane crash.
