i have the same problem. my opinion i think is the pathing issue. specially when people get stuck in front of a streetlight or some other object.

On another note...I still have that people problem. I'm just thinking about deleting all the spawns...that'll work...

I also love the secondary lights option. the only bug i found i the people stopping in the middle of the street due to cars or a object in there way. I'm working around it. most part great job

I just have one question for this mod. I am having a problem with the pedistrians stopping behind each other and eventually after about 10 min of playing SP they start blocking roads and start traffic jams. Has any else experierenced this problem? BTW great mod guys!!!

the only bug i found is the traffic issue, its when the people are standing in the middle of the street and blocking traffic. other than that its a great submod good job

How about this as a idea. A 911 hang up call and have it to a random call like a medical or a police dispute.
