Just put the police officer close to 1º lane... don't redirect the 3º lane behind the power plant Or , stop the traffic on affected lanes and keep flowing another ones....

I fixed all paths... but, to more realistic highway i made some paths runs into acess highway (redirect this traffic causes "irreversible" jams)..... Excluding this "traffic alert", the traffic flow is pretty good.... and the map too... a lot of accidents... some crazy ones !
