Hi! I placed all of la mod files into the mod and it shows up on the mod tab on the game but when I double click it, it does nothing then goes back to normal em4. Any help?

Help! I am trying to download los angels mod but a error keeps popping up " could not find a valid place to download mod." So I Find the location's of the other mods I have downloaded ( New York Mod ) and download it their. When I run the game I click on mods and there is a list as shown. Emergency 4 Mods New York mod The mods one is suppose to be LA mod but it wont work . And the automatic one cant find the place so what do I do?? Is there a file for la mod so I can just use the mod downloader??
