How do i make texture for emergency vehicles and how do i put it on?

Oh. I forgot. I also want to know how to package the files all up and how to add the vechiles and pictures of vechiles in the menu of the freeplay, etc...

Hello. I'm am new to this modification thing. I have access to the editor, but I want to know how you add texture. And how to make your own roads, emergency vechiles, emergency personnel, buildings, missions in free play, etc... Can anyone give me a walk through?
