I have 911: First Responders and I can't install any modification at all, it just says: "This is not a valid modification package." I've tried to install several mods such as Manhattan mod, L.A Mod and NYC Mod. I have the full version of the game, and it used to work before. Help please!

Everytime I go into 911 - First Responders with the LA mod 2.1, it starts with a Physical Rescue Assignment. The thing is, that I don't know how to clear the incident. When I try to use a big tow truck it is unable to lift a wreck, and I can't finish that call so I have to restart freeplay. Is there a guide or something for this callout?
