We are in the same situation here so it's not only a US problem. You are right making it illegal would do the things you said but raising the prices wouldn't change anything regarding the crime rates.

My dad smokes, his dad died from it. But I am against it being illegal. If its illegal its absence will only cause more problems.

I know a famous person from my city whose dad suffered from lung cancer for many years and when his father died he quited smoking. Yeah making it illegal would probably don't make any sense rather than causing problems.
