Figured it out - I ran into the same problem trying to start the editor by doing both the command prompt method and the shortcut method, both gave me the callout menu instead of the editor menu. All you need to do is go into your steam library, right click on the game, go to properties, general, then under launch options select launch game editor and press play FROM STEAM not from your file explorer.
