I Tried this and it did not work. Still says Emergency 4 not found

Followed directions as posted in manual to play LA Mod. When opening file it says it cannot locate Emergency 4. Emergency 4 runs fine as the base. Emergency 4 is in the same file location as LA MOD. Any suggestions?
