New Mod for personal use.

Hopefully I am posting this where its suppose to be,

This is for personal use. I am wanting to make emergency vehicles as well as civil vehicles of my town. I am going to get permission from the each department I want to put in here permission to take pictures of the vehicles so I can create them. Now since this is for personal use, I can just modify the vehicles that Hoppah made as well buildings correct? I am not going to change all of them if I can because I want to learn how to do make vehicles and buildings.

1.) What are the major things I need to know or have made for this to happen?

2.) What program is best for me, as a learner, would make things a bit easier for me to understand?

I am understanding these a bit more as I am going through CAD right now so I think that will help me with making buildings at least because we are starting to build a house in there right now from scratch.

3.) If I wanting to make my own lightbars, what program should I use?

4.) Sirens, how do I go about making these. Do I just record them and put them on computer and convert them to a certain file to make them sound good in the game?

5.) If I am wanting to change the map, is the editor the way to go?

Well, here is a couple videos that I am wanting to put in my mod.

I think that a mod like that would cool too bad i can not mod but if i could i wish i could make it in a smalll town with farms not a big city

This is my idea here, gonna make the city in the center of the map then have farmland all around with farm houses and pasture etc.

-Think that is about it that I want to put into my mod vehicle wise.

Police will be able to call for towtruck, ambulance, police, fire. (I choose which fire truck)

Paramedics will be able to call for fire truck and police. (Squad 1 or 2)

Firefighters will be able to call for towtruck, ambulance, fire trucks, and police.

Fire Chief can call any vehicle.

Police Sergeant, Chief, County Sheriff, Deputy Sheriff, Sergeant will be able to call any vehicle.

- Think that is about it for commands.
