Can you still play HarborCity mod online?

Hey, I wanted to play Harbor City mod with a friend and it doesn't let me play. I can find the server my friend made, but once I click on it, it doesn't let me in, it doesn't even want a password... any ideas?

 

Plus, I just want your opinion, what mode is your favorite?
