Your primary failures in a hydrant are due to the internal components below ground. As far as everything I've ever read about his design, he doesn't address those issues. It's a nifty idea, but really has no added benefit beside temporarily halting civilians from using them. Given time, they will still find a way in by either making a tool, or buying one.
