But ever video I see of someone playing by themselves, they have vehicles in the stations :/

Hello,
I'm new to this forums, EM4 and modding. I saw the manhattan mod, downloading it and installed it. In ever video i've seen, the fire stations have engines already in them. When I click freeplay, my stations are all empty.
Can anyone help me? Not sure if there's a bug or i'm missing something, thanks.
