There are two maps on this topic; one is the LA mod map posted by 'rex' ; the second the mkad map posted by 'cassioeb'
Hoppah needed help on his map from 1.9....cassioeb was showing how to fix from his map mkad.
Hope that helps everybody out.

If you mean the map in cassioebs post, its the mkad map.

Haven't heard if the stolen event has been resolved in 1.9...I've been playing around with the settings...and I have gotten the stolen car event to work.
I don't have pictures right now...but this is what I did.
Spawn a new ganster 02 right next to a stolen car....don't give a path of any kind in the ganster traits when adding spawn. Stolen car doesn't need a path or escape path selected in traits as well. I waited for about 10 mintues and I got two stolen events.
Where I added the spawn: I spawned a ganster at the Burger King in the LA 1.9 with Patch 2 next to the stolen car in parking lot...and it worked....sounds so simple, but it works.

Hoppah,
I've been able to get the stolen car event to work in 1.9 with patch 3...the only issue I'm having is after stopping the car with the chase command and arresting the suspect...the tow truck can't tow the vehicle away. What would be the issue on this?
See first picture below on how I got the stolen event to work and the second picture showing the event does work in your 1.9 map with patch 3.
