In the Emergency Launcher that pops up when you start, under modifications, does it show up? If it's there make sure there is a checkbox checked next to it, if not, drag and drop that zip folder (without unzipping) into the launcher window in the grayish area the launcher will freeze up for a minute or so then it will show up and again, make sure to check it.

Wonderful, I also agree that the map should be the focus. 

I enjoyed what was there, my only beef with it currently is the sirens that play globally (especially with multiple out) and the pedestrians that flock to fires and refuse to move away.

Can't wait to see more.
