Every time I try to download a file from this website it always goes to Error- We couldn't find that. Anyone know why or how I can fix it?

All of the,. Los Angeles Mod, US Army Mod, Harbor City, LA Enhanced Dispatcher, FD Command etc.... no matter which mod or which file I click on it always gives me the same error message.
