For some strange reason, whenever I click the  "code.zip" or the "testmod.zip" to download this, I keep getting an internet error (HTTP 500 Internal Service Error for Internet Explorer) saying that the website may have a programming error. Could you supply a new link, or is the actual link having problems?

when i run administrator, i get another unhandled exception has occurred error. It says: The requested operation cannot be preformed on a file with a user-mapped section open. please help!

Traffic frequency wasn't something I included in it, although I will be adding it. There are a lot of things that will be different in the new version, for example, presets (hopefully ones you can save), like Low, Medium and High traffic.
