Save it to your desktop then drag it back into the folder.
I've done this, and it solved the "Access is denied" problem.
However, the game still crashes at any resolution.
I did get lucky once, as the game booted without problem.
So, not sure why that is, but, ok.
Anything else I could try?
EDIT: Re-installing and running as an admin fixed the problem for me.

Same Problem, same symptoms, same OS, everything. I cannot edit the .cfg file because It will not let me save it.
When I try to overwrite the existing .cfg file, it gives me a pop-up that says, "Access is denied."
I really don't wanna have to re-install the game. I have finally gotten my PC to recognize the wonderful LA mod, and it was a pain to fix.
Any help is appreciated!

might be safer to extract the files into a separate folder first and then move the entire folder into the MODS folder. I know EM4 and 911 First Responders have different install directory trees, so depending on the writing of the mod, it could be dumping into a improper directory.
I've tried this and have had no success. I have no idea what i'm doing wrong, because the game says they're installed in the files, but it's not there.

Have you both checked the Mods folder, to see if they at least installed correctly and completely?
I've checked the mods folder, and it says it installed, but when I go in-game it's not under modifications.

Edit: I can't even get the LA mod, NY mod, Manhattan mod, or ANY mod to work.

I'm trying to use the LA mod 2.1 for Emergency 4, but i'm having problems.
The mod says it's installed correctly, but when I run the game and go to the modifications section, it only shows the pre-installed Original game (I'm using 911: First Responders from Amazon).
It did something right, because it added the getaway car to the police section, but nothing else is there.
I'm running a Windows 8 64 bit laptop that runs the game great, but I really want to use the LA mod.
If anyone can help, I'd much appreciate it.

Guys, if you are running windows 8, the directory above is incorrect. It installed for me under:
C:\\Program Files (x86)\sixteen tons entertainment\Emergency 4
This worked for me, and I'm pretty sure It should for others using windows 8.
(Correct me if i'm wrong).
