stuck

Playing in Free Play and when I get a missing person the search dog doesnt find anything.

Downloaded EM4 from steam this weekend. I had this game a long time ago and decided to play it again. After downloading this I went to go play the Campaign and my firefighters are unable to do anything like put out fires or use jaws. 

Has anyone seen this before and know what to do? I even re installed the game and still the same problem.

I am sure I will get yelled at for asking but I am not going through 134 pages to find it.

Any sort of estimate on when this may be released? Days? Months? Years?
