Can someone make a Carol Stream Mod (illinois) with all thier new vehicles i would but i dont know how to.

No. nobody will ever make a mod for you.

Uhm yes sure we want to do it... Only one big problem... Everyone that asked questions like these, didn't get successfull. Now you are going to ask why. Well the most of the requested mods stopped because the 3D modeler/scripter/animatior etc... get a better change to work together with some other people that can mod etc... OR they already in progress of one and don't want to wast time on an different mod
Look in the tutorial section and try to start re skinning vehicles...
