I'll do whatever I can! I will try all of the suggestions and hopefully these frustrations will end. If all eles fails, maybe my computer is just poo and I'll have to wait it out until a new one comes along. Thank you all! It's greatly appreciated!

So after giving up on the last Habor City release, I was pleased to see that the new release (4.0) had came out. I excitedly downloaded it, hoping for the best. But the same, annoying, frustrating, evil little issue has came up again. Pedestrians walking around the city tend to completely HALT in the middle of the road and refuse to move making my emergency vehicles stuck (the vehicle tends to freeze up after they run into the pedestrian and cannot back up to go around theM), or on the sidewalk creating these huge lines which eventually form a human barricade not allowing anything or anyone to get through. I've noticed these lines particually by Station 7, Station 5, and alittle bit north of Station 1. I've really become fed up with this issue and it's beginning to ruin my desire to play. This is such a terrific mod, it should be enjoyed! Not cursed!

Is there any way around this? Can I go into the mods folder and somehow thin out the number of civies walking around? Or is there a fix for this? If anyone has any idea, I'd appreciate the help.

Googling to try and solve this issue too... Starforce is notorious for crap costumer support and had a lawsuit filled against them for DMR using rootkits that were believed to steal personal information (I think lol) I'm looking for a work around, well I have a work around but I can't post it on the site.

it's a damn shame they can't do anything for us. it can't be that hard for them to disable the protection system don't you think? or at least modify it somehow so it doesn't require the actual programs it can run on. i tried deleting the protection system, but the game wouldn't run without it. doesn't that mean something in the script requires it to do so? i would think someone on here who does all this modding may be able to help us out.

Does anyone know how to get this game working on windows 7? I've tried for so long and it still doesn't work. It's a great game and not being able to play it is really pissing me off . Help much appreciated

I'm usually the only person who helps out here, and I'm kind of busy so it may be a while in between responses. Now what exactly are you trying to do? To make a mod all you have to do is pull down the mod tool bar at the top and click "New Modification"

That's quite alright, it's nice to know that someone cares i am trying to create a mod, but where is the mod tool bar found? I've searched probably everything I can think of and still haven't found it.

I've been reading through the Emergency 3 editor on how to create mods and new scenarios, but after reading about how to create a new mod, when I go to look for the create a new mod options under the modding tab, it is not there. is there any specific reason for this? please help.
