Use the redirect traffic command. Place the first waypoint where you want the redirection to start, IE in front of the first vehicle. Then place waypoints where you want the traffic to go. Place end waypoint by holding down shift and clicking. You place waypoints by right clicking on the ground where you want it.

Oulu is good because it's in the middle of Finland! P.S there is a helicopter.

While playing your mod yesterday i found a bug, i got suicide attempt in the water at the middle of the map... but i couldnt pick up the person from the water with the diver.

Great mod though!
