Yes, it happened to me before and after I installed the patch that fixes the traffic light bug.

Exactly, always near the tunnel on the north-east side and south east-sides where vehicles spawn (EDIT: You can see the bug in TheNorthernAlex's recent freeplay video)

Many traffic light have a chance of becoming bugged, stopping the flow of traffic in multiple spots causing large jams including patrolling units. 

I would like to use the EM4 editor for creating screenshots, but when I load up a mod's freeplay map it has all possible freeplay scenarios loaded. Is there a way to disable the scenarios pre-loading?
