Help Wanted with Extra LA Mod Tools

I was wondering how I would go about creating:

1. A Torch that emits light when you turn it on. Any unit could get this from any non-civilian vehicle.
2. A Phone that has options to call the following units: Ambulance, Fire Engine, Police Car, Swat. Any unit could get this from any non-civilian vehicle.
3. A Rocket Launcher (Is this even possible?) using the in game models that makes a car sized explosion when it hits. It would start fires and be able to hit anything.
4. A Grenade (Again, is this even possible?) using in game models that makes yet again, a car sized explosion.

First thing I know that the grenade is possible, but it will involve some moderate scripting experiance, and I think the rocket lancher may not, be possible, but I'm not sure,
