I like to use lots of cops to block off area, hold people out/in the riot area. Then I bring in SWAT and throw 1 or 2 flash bangs and arrest the guy with sign first.2 points

call tons of cops before it gets crowded, when the officers arrive arrest the protester that holds a sign. Once that criminal is arrested and placed in the car the rest will disband.2 points
