Because there is no existing animation plugin compatible with .v3o files, animations need to be created manually for .v3o files for Emergency 4. This workbook has a few tools which should make it easier and faster to create animations. There are still things that need to be done manually though. Documentation which explains what to do is included.

Hello. I am COMPLETELY new to modding and I just want to play around with a few things to just get the basics down and what not. My first question is, what program would you use to COMPLETELY make a new model of a vehicle and give it your own look and what not. Would it be in a 3D editor program, or is there a way you can just do it all in the 911 First Responders Editor? Any and all answers are deeply appreciated

You would need to use/have Zmodeler, Google sketchup or 3DSMAX, Rhino what ever,...
Make a model in the program any program that can save as 3vo or 3ds is good.
if you only can export in 3ds you would need a converter,...Zmodeler is a good one for that...
For that reason alone i would say,...just learn Z modeler,...Hoppah already has a good tut on that one.

then you would need the editor to put your model in game add traits, commands and stuff
