Increasing Fire rate and decreasing damage on pistol

I'm just doing a private edit for myself, on the police pistol I want to increase the fire rate and drop the damage to make it look like more of an actual shooting and not just two officers firing one shot. Do I edit this in the editor or do I have to dig through scripts?

 

1. Increase rate of fire on pistol.

2. Decrease damage of pistol.

 

( If it helps i'm using the LA mod. )

You will have to modify the em4.cfg file, however the effect will apply to suspects as well.
