Giving a simple run-down you have three ways of playing the game; Campaign, Freeplay, Freeplay Challenge - Each of which can be chosen from the main menu. Campaign is where you have to run your city and purchase new units by completing the campaign missions. Once you have completed a campaign mission you can re-play it at any time. Freeplay is where you complete smaller events which gives you money which you can then use to purchase additional vehicles and personnel. Selecting the challenge mode will make events more frequent and harder over time. Most mods will only work in these two modes.
