Mods won't activate.

Right, so.

I've reinstalled the London and L.A Mod 2.1, but when I launch them in-game and restart the game, the mod is not loaded or anything.

(picture for reference)

(I also tried launching the L.A mod outside of the game itself, but when it loads up nothing happens and its still the vanilla game)

(Also, I have Windows 7)

Did it work before you reinstalled it? 

Don't know how good you are at Emergency but:

Open the game -> Go to Modifications in the game -> Find the mod -> Load it -> Play

you shouldn't restart after you load a mod! that could be the error. just press singleplayer Freeplay!

I've done it many times and it does not load anything for some reason.

Open the mods folder in your emergency 4 game folder. You should see the 2 mod folders. If you click on each one, it should be all the mod content folders. If there is just one folder in there, open that. If all the mod content is in that folder, move that folder to the mods folder in your game. Then delete the old mod folder you moved the folder out of. Let me know if this works  .
